I can't reproduce the whole article, but I recommend reading it. It's a tragic situation all the way around.
From the report it sounds like the original police agency handler decided he didn't want the dog, and they put the dog in the care of a new recruit still undergoing basic LEO certification despite a contract requiring them to surrender the dog back to Throw Away Dogs. The police had the dog cremated dog before a requested necropsy could be performed.
